HAND ON THE TAP” 2023 ANALYSIS OF THE PROMOTION POLICY FOR FREE-EMISSION PASSENGER CARS

The 2019 Climate Agreement includes a package to encourage emission-free passenger cars (EV, or also referred to as BEV). In this agreement it is indicated that an annual test of the incentive instruments needs to take place to keep a “hand on the tap” and to avoid over or under stimulation. On July 14, 2023, two reports from Revnext were sent to the House of Representatives to substantiate the 2023 hand-on-the-tap system. Based on those reports, the State Secretary of the Ministry of Finance concludes that the growth of electric passenger cars is sufficiently guaranteed up to and including 2025. Revnext researched recent market developments in a Passenger Car Trend Report and a market scenario analysis for 2023. After 2025, the expected EV growth is not on track to reach 100% EV new sales in 2030.
